This must-read piece details the travails of Missouri's Complete Streets bill. It will be eerily familiar to veteran's of Kentucky's process this year. Here in Kentucky statewide Complete Streets is a smoking crater, as far as I know. Meanwhile, Missouri's advocates have rolled with the punches better, and have landed on their feet. The piece reads like a how-to guide for Kentucky.

Washington, D.C.—March 25, 2008—Florida cyclists are cheering the news today that the State Department of Transportation is, according to a ruling of the First District Court of Appeals, unambiguously obligated "to establish bicycle and pedestrian ways in conjunction with the construction, reconstruction, or other change of any state transportation facilities." The ruling goes on to say that bicycle and pedestrian ways shall be established "unless the Department exercises its discretion not to establish [them]" according to one of three conditions described in the statutes, and that the "Department's discretion is limited."

§ 71.04 VEHICLES CROSSING SIDEWALKS.
(A) It shall be unlawful for the operator of any vehicle to drive within any sidewalk space except at a permanent or temporary driveway or by special permit from the director of department of public works.
A car-free life can be a carefree life. Life without searching for parking spots, pumping the gas, waiting in traffic, getting speeding/parking tickets, and avoiding car repair/breakdowns can be less stressful and healthier. You don't have to be totally car-free to enjoy the benefits either. Being car-free for just one day can still make a difference. Imagine if everyone was car-free for just one day each week. That would be a 14% reduction in the pollution we create.
